  Streamlined Federal Contracting

For instance, there are no dollar thresholds on Sole Source SBA 8(a) Contracts with Suh’dutsing Technologies. This exemption includes requirement contract and Indefinite Delivery/ Indefinite Quantity (IDIQ) contract vehicles.

The 8(a) contracting method enables program managers to avoid a long and complex procurement cycle.

  SBA 8(a) Contracting

As a certified 8(a) firm, Suh’dutsing Technologies provides program managers a timely, straightforward, and efficient contracting process.

The 8(a) program was developed by the U.S. Small Business Administration (SBA) to allow socially and economically disadvantaged firms with expert capabilities equal access to business opportunities. The SBA enters into contracts with federal procuring agencies as the prime contractor, subcontracting the actual performance of the work to 8(a) companies. The 8(a) procurement cycle is significantly faster than any other means of contracting.

When using the 8(a) contracting method, a program manager may simply select a firm as a suggested source and request that the procurement be pursued under the 8(a) program. The often lengthy, expensive, and tedious process of justifying source selection is thereby avoided. Because 8(a) companies may subcontract portions of the work to other firms, a perfect team can be assembled for a particular project.

An 8(a) contract can usually be awarded within 60-90 days, far more quickly than a competitive procurement, which often requires nine months to a year to complete.

  Exemption from Competitive Thresholds

Because Suh’dutsing Technologies is a tribally owned 8(a) corporation, there are no dollar thresholds on sole source 8(a) contracts with our company. The Code of Federal Regulations 13 Section 124.506. 4(b), Exemption from Competitive Thresholds for Participants Owned by Indian Tribes, states:

SBA may award a sole source 8(a) contract to a participant concern owned and controlled by an Indian tribe or an Alaskan Native Corporation where the anticipated value of the procurement exceeds the applicable competitive threshold.

This rule applies to any specific vehicle the contracting officer may put in place, including requirements contract and Indefinite Delivery/ Indefinite Quantity (IDIQ) contract vehicles.

  IDIQ Contracting

An IDIQ contract can provide the perfect solution when timing and quantities are uncertain.

As provided for by the Federal Acquisition Regulations (FAR) in 16.501(a), when a government program manager is unsure of the exact quantity of products or services needed to fulfill his/her agency’s needs, or the exact time at which these products or services will be needed, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract provides the perfect solution.

IDIQ contracts permit the government program manager to stock quantities at minimum levels, order supplies or services with ease after requirements materialize, and limit the government’s obligation to the minimum quantity specified in the contract.

Supplies or services are acquired through issuance of individual delivery orders or individual task orders. When funding is a problem for the government contracting officer, an IDIQ contract is an ideal solution because the tasks can be aligned commensurate with available funding.

There is no limit on the maximum quantity that can be ordered under an IDIQ contract.

IDIQ contracts allow the government contracting officer/program manager to:

Choose the team he/she wants to perform the work since the 8(a) firm may subsequently subcontract up to 49% of the work to other subcontractors.
Minimize the government’s risk since the minimum guaranteed amount is the government’s only obligation to purchase under the contract.
Obtain the needed supplies or services through a single source––an 8(a) firm.
Obtain a maximum quantity of supplies or services through a single contract vehicle.
Order supplies or services when needs arise.
Order supplies or services commensurate with the availability of funding.
Communicate freely with the selected 8(a) firm.
Avoid lengthy delays as a result of protests; 8(a) contracts are exempt from protests as defined in the Federal Acquisition Regulation’s Subpart 33.
Reach contract award in minimal time since negotiations are conducted with only the selected 8(a) firm.
Meet the government’s needs with the most flexibility, in the least amount of time, and at competitive rates, using a single contract vehicle.
  Other Programs

In addition to offering 8(a) contracting, Suh’dutsing Technologies is a participant in several other contracting programs, including the following:

HUBZone Program
Suh’dutsing Technologies is certified to participate in this program, through which the SBA provides federal contracting opportunities to firms located in “historically underutilized business (HUB) zones,” encouraging economic development and employment growth. HUBZone contracts can be awarded on a sole source or competitive basis.

Indian Incentive Program
Department of Defense and NASA prime contractors may receive a bonus payment of 5% of the subcontract cost when they subcontract to Indian-owned firms. Suh’dutsing Technologies is a qualified Indian Incentive subcontractor.
